lost cut and paste

Hi, am having trouble lately, have lost the ability to cut and paste anything from my desktop, I have run, the trend-micro housecall, and that didin't fix it, thought it may be a virus, also have run regcure, and cleanup programs, to no avail.
Am wondering if there is something in the registry that needs to be tweaked or something, as I can cut and paste inside of folders, but if I put anything onto the desktop, I cannot cut and paste it to another location on my hard drive or portable usb drives, have run the virus cleaners as well,
Hoping that someone can help me, also ran the hijack this if it's needed here to gain any insight to what might be the problem with my computer, hope that it is alright that I put the hijack file in this forum am not sure, so apologize if I am not supposed to do it ahead of time, am loosing my mind here can't type today either, anyway any help would be appreciated. This problem seemed to happen after microsoft installed IE8 on my computer and I cannot uninstall it for some reason, was all over the boards at microsoft and no help there also have service pack 3.

Save it as fix.reg.
Double click on fix.reg, and allow registry merge.

Hi just got your note and the instructions, so did what you said and it worked perfectly, the only problem that I had was that after doing the text and saving it as a .reg file, I couldn't double click it as that stupid erorr kept coming up, so I just did the regedit and imported the file into the registry and then restarted my computer like you said, and it works great now, can actually cut a paste from my desktop.
