Stuck at boot screen

So I turned on my computer today which has no OS on it because I wanted to do a clean install and it is not seeming to go past the boot screen. It won't even let me into the BIOS info. Anyone know whats going on?

Info:

Emachines E2862
No OS
4 Gigs of memory.

I wanted to do a clean install

To do so, you boot from Vista, or recovery DVD.

I understand that but I can't even put an OS on it because it won't boot any cd that I put in. I can't switch the boot order either because it won't let me into BIOS

How do you try to access BIOS?
eMachines use DEL, or F2 keys.
What happens, when you try?

Yes, I have tried accessing BIOS and for my computer it's the F2 key which I know for a fact because I've needed to get into my BIOS quite a few times before. When I hit F2 now though.. well.. nothing happens. If I hit basically any of the other F keys I will get a beeping from my tower but that's all.

Can you see anything on the screen?
Can you hear hard drive, fans spinning?

I see the emachines logo on my screen. I hear the fans and the computer trying to start up. I even think I hear the CD drive start up but then it shuts off really quick.

It may be power supply not giving enough juice.
Those Bestec PS are pretty infamous of that.
With eMachines, it's always a good idea to get better PS, no matter what.

Where would I get the power supply for it? Radioshack or something?

I have no idea about your location, and what stores you have around. I don't think, RadioShack have any power supplies.
