UNABLE TO ACCESS REGEDIT OR CHANGE MY DESKTOP

First this started with a virus alert as a desktop wallpaper. Tried to remove that but realized my desktop properties to change wallpaper were disabled like gray zone that I cant change or scroll down on. Then I tried to access my task manager I was unable to do so, but now I can and I saw somewhere in this site we may correct the desktop disabled access by going to regedit or regedit.exe in run. I tried but I get the message that this function have been deactivated by your administrator, Ičm using personal computer I dont have anything disabled before. I downloaded the Hijackthis log to find someone who might be able to study my computer settings and help me find a way to resolve this. Normally I was able to give back normal access by running a virus scan, I'm using NOD32 and I already runned a virus scan and many files appear to be blocked so NOD32 cant access them or scan them, but it founded some trojans were erased, I installed AdAware and also founded some spywares but I"m still unable to access my regedit or change my desktop wallpaper.

Pease someone help me It would be more than apreciated.
