I bought & been trying to install a logitech webcam. However, I keep getting an error 1719 message pop up. Is says that the windows installer could not be accesed and that it's not correctly intalled. First, what and where is the windows installer? second, what do I need to do to be able to install the webcam?..................man! vista sucks.

The Windows installer is the service that is used to install programs on your system.
Most commonly this isn't available because you're attempting to install something in Safe Mode (where it doesn't start).

If you're not in Safe Mode, then go to Start...and type in "services.msc"
Scroll down to the Windows Installer service, then right click on it and select "Start"

If it refuses to start we'll need the exact error message that it gives you.

If it does start, then try installing the webcam again. If that doesn't work, then go to the Logitech website and download the latest version of the installer from there - making sure that you have the proper version (32 bit or 64 bit) for your system. Then try installing that. Again, if it doesn't work, let us know the exact error message that you get.
