ummm, okay CGI-Bin folder's information please?

Hi there :)

I am new to web development am supposedly trained on asp.net for a a couple of days.

I have a IIS 6.0(i believe) running on my machine.

I went on to my paypal.com, to check some controls which want to implement for my Demo project.
Suddenly i was wondering "Ooops , whcih language it is built in ? ""

Well if its asp.net it should preferably have .aspx , .php for php pages. and so on.
i noticed this CGI-Bin directory. and of course paypal uses ssl(JFYI).


I cant figure out nowhere, which language this site is built in.
Here are my questions, please help me.

1-->does cgi-bin has something to do with asp.net of IIS ??
I checked my IIS folders, there is no CGI-BIN.

2-->PALPAL.com is built in which language?

3-->how to implement ssl in asp.net ? (as far as i know there is a property which i can set, but i didnot see any change when i set that property)

Sorry the question is relatively big. but thats what it is :)
