Internet Explorer Slow to Respond When Opened

Hi Everyone,

I'm new and have come upon an interesting issue with one of the desktops that I support.

When you first open Internet Explorer, or a new IE window is opened, IE is locked up and nothing happens for approx. 90 seconds. After that, it seems to be running fine. As long as you don't open another IE window, then it's another 90 seconds.

I have gone through the steps required to prepare the system to seek assistance.

All necessar logs will be pasted to the end of this post.

ATF Cleaner - Done
SysRestorePoint - Done
ERUNT - Done

Malwarebytes' Anti-Malware - Done
Complete Virus Scan - Complete (Symantec Corporate AntiVirus 9 - Current Definitions)
Windows Update - Done (All Top Priority and Recommended Updates completed)
Reboot - Done

Problem still exists.

Rooter - Done
Old Timer List It 2 - Done (An Extras.Txt file was not created.
