After speaking to customer service of my ISP, he gave me a few fixes I tried, but I ended up having to system restore my PC, and the internet worked fine after that for both systems.
However a few days ago I had this problem come up again. One second the internet was working fine, and I go to plug the laptop into LAN from wireless and it stops working. The PC was easy to fix, as I just had to auto assign the IP and DNS servers. The LAN works fine on my PC. But on my laptop, the LAN gets limited/no connectivity, and the wireless shows up as being connected at 130 mbps, but I cannot access any websites or use any applications on the internet.
I unfortunately had system restore turned off for a virus I was cleaning out a while back. I thought this may have corrupted winsock, so I restored winsock. That didn't work. I made sure all the TCP/IP settings were set to automatic, and they were. I can't remember how many different fixes I went through.
Finally, since the laptop is less than a year old, I backed up important files and reformatted, with a fresh boot of windows. I reinstalled all of the drivers (no x's or ?'s or !'s), and thought this would be the end of it. Yet I still can't use the internet. I haven't called my ISP yet because Cox has an annoying robot to go through first, only to get to the low tier support that doesn't know anything.

I don't believe that the hardware is malfunctioning, as I lost functionality with both LAN and wireless simultaneously, unless I am just extremely unlucky and they both broke at the same time.

Again, LAN shows up as limited/no connectivity, and wireless connects, but doesn't allow me to use anything on the internet. I have not been able to get any updates, because I have not been able to use the internet yet, so this windows XP is from last june.
I've also release and renewed the IP.
