PLEASE HELP - WinPC Antivirus malware

Here's my problem... ie7 is redirecting to a message telling me that I have a "threat of a virus attack" and should download winpc antivirus. I'm unable to run any av progs including spybot and malwarebytes. Also when i start my computer it often continues to restart and eventually a box pops up saying "windows has recovered from a serious error" which only started after the browser redirection began. Please help! The only program I was able to run was hjt, here is the log:
