You can give this a try.

Open up your Start menu and click on Run
When a Run Dialog Box opens up type in cmd
A black box [Command Prompt] will open up.
When the Command Prompt opens, type in these commands.

ipconfig /release then press the Enter/Return key and wait for the command to finish
ipconfig /flushdns then press the Enter/Return key and wait for the command to finish
ipconfig /renew then press the Enter/return key and wait for the command to finish

After you've ran those three commands, open up your web browser and try to open up the twitter page.
