Hotmail internal menu items lists

When I open Hotmail, and when I click "Send" or "Save Draft" or "Spell Check" I get the usual response as normal. But when I click "Attach" I do not get the usual response or sub-list (File, Photo). I also do not get the usual response or sub-list when I click "Rich Text", "Options", "Help" buttons.
