Computer wont recognize new dvd drive

We went to fry's today and bought the pioneer BDC-2202. According to the box we met the system requirements. We put the drive in and hooked everything up but it wont recognize the drive. We can open and close it but when you put a cd in it, it sounds like its trying to load the cd but nothing appears on screen to open up the program/movie.

Not familiar with Vista, but open up Device Manager with admin rights (again no idea how the heck you do that) and see if the DVD drive is listed under something like "CD/DVD Drives" or similar. Also make sure that the DATA cable is plugged in (basically make sure both cables are firm and secure) and try again.
