missing logon registry files!

I have been having the incredibly frustrating logon-logoff boot loop for a few days now on my primary Windows XP machine, and cant seem to shake it. I have recently tried to follow the procedures outlined here:

But in my system32 directory the two files 'userinit.exe' and 'wsaupdater.exe' do not exist!
could this be the main problem???
if so how can i get these files back, or what should i do instead??

thanks in advance. any help is much appreciated.

Do you have your original Win Xp Pro Installation disk?

yes of course. thats the only way im able to the recovery screen.. via boot from disk
