Can't do a thing

I am having quite an issue. When windows loads I am unable to run anything, including virus software. I can't even get on the internet. After a bit something called Winbluesoft pops up and tells me I am infected. Also my desktop wallpaper has the same message. I had no idea I had winbluesoft on my computer. After a couple of minutes the cursor becomes obsessed and logs me out on it's own. I tried running in safe mode but it won't load.

Help?
