how do I reinstall win95 from hard drive cab files?

I would like to know how to reinstall win95 from the hard drive cab files.
Problem: The VMM32.VXD file is missing, windows won't start. I don't have Windows 95 CD or Floppies to reinstall to the laptop. I had heard you could reinstall from the hard drive. Does anyone know how to do this? If so can you give step-by-step instructions? *I can boot into DOS with no problem*
(This is a floppy drive laptop, no CDROM.)

The files need to be on the hard drive in the first place. If they're not then installation is a no-go area.
Typically the files live in C:\Windows\Options\Cabs and you run Setup from there.
