problems downloading software

can't get into my hotmail or yahoo
on mac os 9.1 internet explorer 5.1
downloaded mac runtime for java 2.2.5
doesn't seem to be java or cookies issue

I'm told I may have a virus
when I downloaded ad -aware and spybot
they show up with an explorer e on my desktop
and when I double-click to install
it's a webpage with text and number gibberish
tried twice, same result

why can't I download this software?
is the virus affecting downloads as well?
