pc will not boot

When I turn on my pc, it doesn't boot up. The optical drives light up, main power button is lit, keyboard does not light up or work, no sound and no BIOS. All that comes up is a blue screen with the hp logo. Comp's about 3 years old, hard drive only a few months old and I'm running XP pro. Any help would be appreciated. Thanks

edit: took all of the cards and the ram out of the mobo and put them back in and it's working now.

When you say theres no sound, do you mean the system doesn't beep at all?
Have you tried clearing the bios with the motherboard jumper?
