Computer slow almost to stop

Hi my computer for no real reason is so slow it sticks and almost stops when ever i try to do anything, if a program sticks i cant even use control,alt,delete as a message tells me "Task manager has been disabled by your administrator". What does that mean,Please help if you have any ideas. Gary
