I am on a DSL connection. And my ISP has given me a IP address which I think would be static ( ITs like 192.168....) Now the thing is when I connect to rapidshare and download a few files.. after that it shows a message that you have reached your download limit and you will have to wait for 14 minute.. Now if then I restart my connection it starts downloading again without any problems.. Does it mean that I don't have a static IP address?

192.x.x.x addresses are internal, not external.
Rapidshare has tight limits for free users which are clearly stated on their website.

as Neil Jones stated, 192.168.x.x addresses are private addresses.
In fact, the following list are all private addresses where 'x' is 0 to 255
192.168.x.x
169.254.x.x
10.x.x.x
from 172.16.x.x
to 172.31.x.x

If you want to know your external IP address you can go here to check.

Regards,
Olrik
