On the desktop in the recycle bin, it shows there is / are files to be deleted. When I open the recycle bin, there is nothing showing. However, when I right click on the recycle bin icon and choose "empty recycle bin", it asks me "are you sure you want to delete 'Windows'. Any clue what may be causing this and how to resolve?

I've run ESET Smart Security and Malwarebytes with no issues.
