Cursor arrow dances all over the place-Please help

Recently when I even just place my finger on my mousepad the cursor dances wildly and makes it impossible to use.

Can someone please help me?

yes its a touch pad. use an inspiron 6400. Also the cursor problem comes and goes. Comes more than it goes.
