screen goes into a color test cycle at start up

I am having a issue I have never seen before. when I boot up my dell inspiron running vista it just starts changing colors on the screen. The operating system is loading in the background but I can see no display except for the changing colors. I am unable to enter safe mode due to this. If anyone has seen this or can help i would appreciate it. thanks in advance

This will be a problem with the monitor. Many monitors do colour cycling effects as a sort of test-mode. It's more likely the cable's come out at the back from the PC to the monitor, or failing that try a new monitor.

Its almost a year later and my Dell Inspiron Windows 7 system (purchased November 2009) has the same issue. Was there ever a resolution to this problem?
