Cursor arrow dances all over the place-Please help

Greetings,
I am going to need some more information to be able to better narrow down the problem. Such as, is this a laptop or desktop? Are you using a wireless mouse or is it wired to the computer? If you are not using a laptop with the touch pad on it, is the mouse laser or does it have a ball in the mouse?
A couple of things that could be causing this is that if it is a wireless mouse, then the batteries could be dieing and not sending an smooth stream of data to track the cursors movements. If it is a laser mouse then the surface that the mouse is on could be causing a disruption in the laser stream that tracks the cursors movements. If the mouse has a ball inside of it, then the ball could be dirty and needs to be cleaned.
Answer the questions I have asked above and then we can narrow down the problem.

Its a dell inspiron laptop with touchpad. No battery no ball. Thx.

Mine is a laptop and it happens w hen I am typing (see the space) this is very annoying what can I do?
