new hard drive

My computer crashed a few months ago, and when i booted back up it said there was no hard drive. So last month i bought a new hard drive. i have a serial ATA, so i got something compatible. I took the old one out and plugged in the new one. i got up to the bios screen and it is recognizing the cdrom drive but it will not recognize the hard drive. i have my operating systems disk, and I tried it on another computer to see if that was the problem but it was fine. Also when the computer boots up the screen is wavy, tried another monitor its still the same. got any ideas on what i need to do.
