OK. one of my computers is really old and wont run some programs, is it passable to run programs on my old computer through my new one???

No.
You may put Virtual PC on the new machine, load an older copy of Windows into it, then install the older programs into that and do it that way.
Virtual PC is a free download from Microsoft's website.
