Dell Inspiron E1505 - weird battery charging problem

Whenever I plug in the adapter, the battery charging light goes on for about 30 seconds and then turns off. The battery shows a low charge--around 15% right now. If I unplug the adapter and then plug it back in, the same thing repeats again. The battery is only getting charged for those initial 30 seconds. There is no difference if the computer is on or off. Also, if the adapter stays plugged in and I restart the computer, the charging light goes on while the system is booting, but once Windows is up, it turns off again.

I don't think the battery is bad, since it is, apparently, getting charged up--very, very slowly--in these 30-second spurts. Over the last week, it's gone from 9% to about 15% charge.

Any ideas, folks?
