Run a Speedtest from here: http://www.speedtest.net/
Post your ping, and download and upload speeds.

isp, who says there is no problem regarding connection etc

They always say same thing - BS
IMO, your best option to start with is to drag your ISP lazy butts to your place, and let them test everything (line, modem, etc.).
It's your right, and you pay for it.

Yeah that would be the ideal situation.. but as i live on an island it makes it more difficult. thats why i have to make sure it's not a virus or similar and if not then i can chase them up and they have to act, but they say all is well lol no it aint.

You can always...
....start a new topic in the Malware Removal and Spyware Removal area.

Before you start a new topic click on this link --> Malware and Spyware Cleaning Guide, Please read before starting a new topic. This will give you a few preparations to make, as well as instruction for posting your OTListIt2 log.

If you are still having problems after being given a clean bill of health from the malware expert, then please return to THIS thread and we will pursue other options to help you solve your current problem(s).

This might be malware related, so get that cleaned up first...
If that doesn't help, it is your ISP, and it is their job to fix it.
