Monitor flickering and wineing

I've been using a Samsung LCD 19" SyncMaster 906BW widescreen monitor for about a year now and its been making a high pitched wine only when turned off. I don't hear this noise when it is turned on. I have to unplug it for it to stop. while its on tho I can hear a flickering noise and the screen flickers. it started this a few months ago and gradually getting worse. I've tired turning down the brightness, and I cant change the refresh rate because all that is allowed is 60. I've even tired a new graphics card and it didn't help. Does anyone know if there's a way to fix this? :)

IT's time to get a new monitor- or return the one you have. I had the same problem!
