how to eliminate tracking noise (static) when converting vhs

I have a bunch of old VHS tapes that I dubbed from TV. Some have a static noise due to bad tracking on the vhs recorder. Is there a software that can remove the noise once I put these programs on a dvd using a dvd recorder?
