Your System Is Infected [Closed]

I restarted my computer one day and then my wallpaper ends up being a blue screen with a black box in the middle saying:
"Your System is Infected!"
"System has been stopped due to a serious malfunction. Spyware activity has been detected."
"It is recommended to use spyware removal tool to prevent data loss."
"Do not use the computer before all spyware removed"

In addition, there's an Advanced Virus Remover that keeps popping up but I have successfully blocked but when checked in my system the folder is still there and is still there because i did not want to delete it without knowing what to do in that it might still be important to successfully eradicate this virus/spyware/trojan/whatever it is.
