Itunes 8.2 could not connect to itunes store

when i updated to itunes 7, i couldnt connect to the itunes store. now with 8.2 it still doesnt connect. it worked with itunes 6 but not anything higher. it says itunes could not connect to the itunes store the network connection was refused. I have windows xp and windows firewall with itunes on the exception list. I ran the diagnostic test and it gave me this Microsoft Windows XP Home Edition Service Pack 2 (Build 2600)
