is there a program that can repair windows without a retail cd?

I was talking on another forum about my problems, if there's a problem with "double posting" please delete my other thread and keep this one. I need help finding software so this is a more appropriate place for my question.

I have a new motherboard and so I have to repair my windows XP for it to work. But, all I have is an OEM cd which doesn't have the repair option. I don't want to have to reinstall my programs (like in the recovery console). Is there software that can repair my installation without needing a retail CD? Many of those programs I can't reinstall!

Someone told me Spotmau could, but I got it and turns out it can't. :)
