Go thru the malware first to verify before doing anything else.
You may not have virut and the infection can be cleaned.

I'm unsure about the legality of the situation but if you can find someone with another set of Dell XP professional Cd's they will properly install and won't ask you for a cd key even. (I'm a tech for a dell shop and we do this regularly. It's legal for us but I'm unsure if it is for an individual.)

By all means go thru the malware forum first.

Can you give us the make and model of the Dell?
Do you know if it has a recovery partition on the hard drive?

I'm done with malware removal, but since you ask it's a Dell Optiplex GX150. The original hard drive was replaced so there's no recovery partition.

I'm done with malware removal,

HUH?
I don't see a topic for your malware.
Did a Tech go through the logs?
Were there any other scans done beside the tutorial scans?
