Error Loading Operating System

I was reinstalling Windows and around 60% through my power went out. Once my power came back on I went to reinstall Windows again but this time after it says "Press any key to boot from CD", it says "Error Loading Operating System". I have a few ideas of what could be causing this but I would like some expert advice.

DKott17 this forum is run by volunteers who give up their time freely to assist others who are having problems. We all have real lives with families and jobs. It was 5 hours from your first post, what time zone are you in ? I am in GMT others are still in bed. I know it is frustrating when something goes wrong, but patience is a virtue.
