'Windows Color and Appearance' Problem

When I got on my computer today, I noticed all my windows borders had changed, Generly to fix this kinda thing its simple, Personalization > 'Windows Color and Appearance' and then re-do my custom color for my border on my windows, but I can't get to that location anymore on my laptop. Normaly you come to this when you click on the Windows Color and Appearance's link in Personalization.This
But now it takes me to the Appearence Settings Pop-Up window. Any Ideas? :)
