Windows BITS error 193:0c1

i cant update my vista or enable windows update because the BITS is stopped, and when i try to start it it gives me error code 193:0xc1, i tried updating, repairing, re-installing, and all i get is "Update does not apply to your system" I have spent two days on the issue and can not find any solution. help would be appreciated!
