Laptop Mouse Doesn't Always Work

The touchpad on one of my laptops doesn't always work. The only time it doesn't work is when I click on certain links on websites. For instance, I wanted to update my McAfee subscription today and the touchpad worked fine until I got far enough into the site to get to the login page. The touchpad worked when I clicked into the log in and password boxes, but won't do a thing on the "Log In" icon that would actually lead me to the page I need. Tried connecting a regular mouse and had the same problem. Anyone have any ideas? That laptop is running XP home edition with only SPs 1 and 2 loaded. Can't load SP 3 because the touchpad won't let me click on the download icon on Microsoft's download page. Thanks!
