Firewall won't turn on.

My firewall won't turn on. It says it's being controlled by group policy, which is weird because I'm the only user on the computer. I tried typing this into the Registry Key under [HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\System]. I did this:
System Key: [HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\System]
Value Name: DisableGPO
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = default, 1 = disable group policy)
to disable the group policy. However it's still not working. Any suggestions?

Never mind, I actually downloaded Sygate personal firewall.
