Where did my Display Property Options Go

I am running Windows XP and my wallpaper background is black with some warning about spyware on it. When I right click on the desktop and choose properties, I only have screen saver and settings. the other tab options are gone. I have tried to fix this through safe mode but to no avail. Any suggestions?

sounds like you've been hi-jacked...download hijackthis!!! from downloads.com and then post a hijack log on the mal-ware forum...let me know if you need more details.
