Desktop won't turn on, need help

I have a desktop I built about 3 years ago. Recently when I tried to turn it on and it will not start. It will not even show the BIOS screen. When I press the power button all the lights come on and the fans turn on but nothing else happens. The status just flashes rapidly. I tried putting in a boot CD to run a diagnostic but the CD drive appears to not be getting any power and won't open. The last time this happened I removed the RAM and put it back in. That fixed it then but not now. Any suggestions on what to do next?
