Anti-virus software and cmd won't work

Hey guys,
I am really confused with this problem I am experiencing. I believe I have a virus because when I click to open any anti-virus or adware cleaner, it simply won't open. Also, my command prompt and cygwin will not open.

I have tried the kaspersky scan and nothing came up. It said 0 threats, etc... and I did another online scan that I can't recall the name.

I am out of ideas, what should I do?

Oh, and I am working with windows 7 right now.
