Caught Bad Virus (not sure which one); Computer stuck in Reboot

Hello everyone,
My pc computer (windows xp) got this virus the other day. It included tons of pop ups, redirecting and not letting me download applications (such as adaware) to help try to fight it.
Anyway, my first thought was to install Norton Anti virius 09 to wipe the virus out, but the virus was somehow blocking my Live update from reaching the internet.
Anyway, my computer got to the point to where its now stuck in reboot. I tried all the options given to me at startup (Safe Mode etc.) but none work. Just stuck in reboot. :)
Any help or suggestions are highly appreciated!!!
