I have a horrible virus that has taken over my laptop

Hey all. My laptop has a severe virus- I believe it's SmitFraud. At first I kept getting anti-virus popups, but now it has taken over my computer. Whenever I try to open a program besides My Documents or the internet all I get is a command prompt and the program doesn't open. It won't connect to the internet, either, so all I can do is look through my documents and use the Search option so I can't try an anti-virus program to fix it. I tried using a cable to connect to my PC so I could transfer files, but it didn't detect the USB, and the same goes when I tried to use an Ethernet cable. Any ideas on what to do?
