corrupted file

A corrupt file in my folder. It won't let me delete it, rename it, or move it. I have tried system restore, system repair, and I have tried deleting it from my recycling bin but it keeps coming back. What should I do? Thanks for reading.

Can I ask what the file name is?
Also were is the file located?
