I had this problem before, but don't remember how I fixed it to be honest. :) (btw, the last time, it made my graphics card stop working. If anyone can help with that as well, I would be very grateful!)

The recent problem started after a storm. I probably tried changing setting on my PC, which led to the problems I'm having now ont the PC getting the error. I have 2 PCs (both XP) plugged directly into the cable router with one working, and the wireless connection is good as well.

1) The modem is 100% functional
2) The router is 100% functional
3) The ethernet cable is 100% functional

Please help me,

Also, the modem, ethernet cables and power cords have ALL been replaced. So basically, the issue has been narrowed down to my PC. I will be installing a new PCI ethernet card tomorrow and will repost.

(most of the simple, obvious, fixes have been done, but may have been overlooked as well)

You have done all the right steps and I believe you have the culprit diagnosed.
Replacing the ethernet card is the most logical in your case.
Congratulations for the detective work
I apologize for us not being able to get to you to assist any faster. We have been very busy and sometimes one will get overlooked. :) :)
