IE8 and Windows Live Mail dead

IE8 and Windows Live Mail both do nothing when I double click the icons from a cold puter start. But if I restart the puter, they both work.
Same problem trying to start IE8 from the program menu without add ons.
If I right click IE when it won't start, go to properties, I can view all the tabs except for connections. It is like the tab is not there.
I also have a problem with Windows shutting down. It gets to the last screen, but never completes. I thought I solved that problem with system restore, but it came back.

Using XP.

Any help is appreciated.
