No DVD Translator in my Windows 2000 Dell Dimension 2100

I had a nice PC computer with XP loaded on it and it fried. I then found a cheap used replacement, a Dell Dimension 2100 and had a Sony CD/DVD RW player moved over from the dead computer to the replacement Dell. Now, months later, my first attempt to use the DVD player, I am told that I have no DVD Translator, what do I do??? Is there a download somewhere that you could help me find to fix this problem? I don't know but suspect that a DVD Translator is software but I am no Geek and don't know much, so please be gentle, go slow and explain things to the Nth degree for me.
Help!!! :)
