Themes wont load for xp

For some reason im stuck with windows 2000. Ive checked the C:\WINDOWS\Resources\Themes folder and they are all there. I even downloaded a few new ones to see if they'd work, but none did. When I then try to use one I get the following message:

"The theme could not be loaded because the theme service is not running. You can turn the service on in the computer management Administrative Tool in the control panel"

I went turned the service on and still nothing. I got it to display once a long time ago but then I restarted the computer and it deleted it.

Please help, windows classic is so ugly
