So i downloaded Imgburn to make the disk as the file is an .iso. Did the whole burn thing, which Img told me was successful. I put the cd in the laptop and nothing happens. I even press F12 and directed the BIOS to the cd drive. Now what? I know the cd drive is working because I put my windows disk in and it came right up asking if I want to repair or install.

You have to boot from created CD.
Put the CD in, restart computer, and you should see:
Press any key to boot from CD
If you don't see the above message, make sure, CD drive is listed first in BIOS boot order.

I did all those things, nothing happened. No "Press any key to boot from CD"

I'm sorry, I forgot, we're dealing with zip drive here, not CD drive.
I'm not sure, how to proceed in this case.
Hopefully, someone familiar with zip drives may help more.

We were originally using the zip, but the cd drive is now working. The Windows Setup disk works in the cd drive but the cd I made with the diagnostic doesn't. I went into BIOS to make sure that the system is booting from the CD drive but the cd still doesn't work. Is there something we can try with the Windows Setup disk?

No, Windows setup CD is useless here.
Try to make another CD, use another brand. It looks like there is something wrong with that CD itself.
I assume, you clicked on "Write image file to disc" in ImgBurn?
