Malware/Spyware Problem... Can't Run ,exe files, System Restore, C

I think I may have spyware or malware on my computer... I have tried several different scan and removal tools... the most recent one found and removed nearly 600 threats... however the system will only allow me to run each of these once... I also can't run .exe files or system restore. I can't even run hijack this... I am Autistic and need my computer to be in good working order... any help? I have read your tutorial... and have tried to do various things suggested in the tutorials as well as on other sites with varying degrees of success... I have run Combofix already and have attached the log file... as you will see, Windows Police Pro is repeatedly mentioned in the log, therefore I suspect this to be the original problem...

Since originally writing this post I have run other scans that I am able to (I have run Combofix, Smitfraudfix, and roor repeal... the big scans like AVG, Stopzilla, Anti Malware, etc.) still will not work on my machine although things that are obviously the virus (to me anyway) seem to have been removed... right now my big thing would be to be able to get my AVG up and running again. Please find attached the logs of the scans I have been able to do... hopefully from reading these you can help me, and thanks in advance :).
