GPU Crash when scrolling

The GPU on my pc will continue to crash but only if i am on internet explorer or in any internet browser Ie, Firefox... this will happen when i scroll on the page either with the scroll Bar or with the mouse wheel..
When the GPU crashes the screen will just go black and return a few seconds later...
I have attempted Whocrashed but it seems as through there is no records for GPU crashes...
I can play video games with out any problem i am currently on my laptop to write this as i cannot scroll on the page to write on my PC...
Once the GPU crashes a few times the video card drivers are disabled... as such i need to restart my PC...
it is ONLY on IE/FireFox when i am on the web in a Folder or when i am use the programs to view images, the computer works fine...
I have tryed a Format, "full Low level format as well"
Computer Base info..
OS: Windows XP Home SP3
Processor: AMD Athlon 64 X2 4800+
Video Card: ATI Radeon HD 4670 (512Mb Ram)
Mouse: "Basic" Optical Mouse USB
Ram: 2Gb DDR 2
Drivers have been updated as well as windows is currently completly up to date...
As this only happens when i am useing IE/Firefox i do not beleve this to be a hardware problem.. I can be on any game Ie WOW for hours with out any concern but a website 5 sec if i scroll...
Any help with this would be welcomed...

Please download VEW and save it to your Desktop: http://images.malwar...om/vino/VEW.exe

Double-click VEW.exe then under Select log to query, select:
Application
System


Under Select type to list, select:
Critical (Vista only)
Error


Click the radio button for Number of events
Type 20 in the 1 to 20 box
Then click the Run button.
Notepad will open with the output log.

In Notepad, click Edit > Select all then Edit > Copy
Reply to this post, click in the reply window and press Ctrl+V on your keyboard to paste the log.

I don't see any pattern in "Application log", but "System log" seems to indicate some networking problems.
Try to reinstall network card driver, or even replace the card (~$15).
